Totally. On Buffy, they had this stupid repressive anti-sex anti-male mentality where for Spike to be "good" he had to completely deny his sexual desires and be utterly subservient to Buffy. (See, for example, his saintly rejections of Anya in BtVS season seven).
On Angel, which allows for a much more complex moral view and isn't obsessed with glorifying female power to the detriment of everything else, male sexuality doesn't automatically equal BAD. As you said: thank god Spike is finally allowed to act like Spike again.
