I agree with you that Martha was bloody annoying and smug in this. Maybe at UNIT she's not allowed out on the actual field, just at the medical type places, and its just that at Torchwood Jack doesn't give a toss and will just let unqualified people muck about if it serves his end (and he's blind to the fact that they're idiots)?
